The holes in the felt won t lead directly outside only to the gap between the felt and the tiles which won t cause air to flow into the building.
I have a normal uk type cold roof with interlocking tiles over the roofing felt.

The house was build around the 1960 and i think the roof has never been look after as a result i can see the bottom of the roof tiles.
Where wind driven rain is working under the roof and causing leaks then the felt will need to be replaced.
As a temporary fix i have been thinking about purchasing some breathable roof membrane and slip this over the existing felt and then get some membrane tape and tape this in until i have the funds to get.
In the course of the water leaking through my roof onto the ceiling of a room i have been told that the roof felt underneath the concrete roof tiles is obviously the original felt ie 1970s and has gone brittle and awful with age and will need replacing entirely.
