I havent yet been up in the attic when it is raining so i do not know if there is a leak.

Many roofs function quite well without any roofing felt so small tears and damage to roofing felt are not in themselves reasons to spend money on repairing it. In two sections the roofing felt has been cut or torn. They have been cut in flaps and are still attached to the underside of the roof.
